IN-A-NUTSHELL
Not as a general rule. But for some early-stage, highly speculative off-world investments, investors may rationally have to treat total loss as a material possibility—and in individual offerings the disclosed risk may expressly include loss of the entire investment.
The evidence does not support treating total loss as the inevitable or universal outcome of space investment. Commercial space already includes operating businesses and services. NASA’s commercial programs demonstrate that some private space systems have reached sustained operations; Crew Dragon, for example, received human-rating certification in 2020 and has completed multiple crewed missions.
At the same time, space development contains substantial technical, schedule, financing and infrastructure risks. NASA’s Inspector General has documented development delays, technical problems, cost growth and dependence on limited providers, while GAO continues to identify cost and schedule challenges in major space projects.
