With Consumer Accessibility and Public Warning Effectiveness Amendments
Dear Member of Congress,
The International Association of Space Consumers (IASC) is a public policy organization focused on advancing consumer protection within the rapidly evolving space-enabled economy. It examines how space-based infrastructure impacts the safety, accessibility, transparency, and economic well-being of the public.
These systems—ranging from satellite navigation and weather observation networks to communications and environmental monitoring platforms—play a direct role in the daily lives of Americans by delivering critical information related to travel, commerce, and disaster preparedness.
The IASC was established earlier this year and is grounded in its foundational policy work, The Space Consumer, which examines how infrastructure operating in space ultimately serves citizens on Earth. The work emphasizes that such systems should be designed with accessibility, transparency, public safety, and consumer protection in mind.
H.R. 7813, the NOAA Weather Radio Modernization Act, directly reflects this principle. Modern warning systems increasingly rely on satellite observation, geospatial forecasting, and communications infrastructure that extend beyond traditional broadcast models.
For this reason, the International Association of Space Consumers has selected H.R. 7813 as the first federal legislation on which to take a formal policy position.
The enclosed brief presents targeted amendments designed to strengthen the public safety impact of the bill while remaining consistent with its overall purpose. These recommendations focus on four practical goals:
- ensuring emergency warnings reach the public through the technologies they actually use
- maintaining resilient warning infrastructure during severe disasters
- improving accessibility and transparency in public warning systems
- strengthening consumer protection principles
With these amendments in mind, our intention is not to alter the core structure of the legislation. Rather, we seek to support its modernization goals by ensuring that the Nation’s warning infrastructure delivers clear, reliable, and accessible alerts to the public.
Because this is the first legislative matter on which our organization has taken a formal position, we offer these recommendations in a constructive spirit and welcome engagement with Members of Congress and congressional staff.
